savedObjects:listingLimit affecting how many dashboards and visualizations are displayed #15547

Description of the problem including expected versus actual behavior:
While https://github.com/elastic/kibana/pull/11945/files merge may limit the amount of items in listing pages in the dashboard, it also limits the number of dashboards and visualizations that are displayed, forcing users to extend the savedObjects:listingLimit in order to view all dashboards for example. This change is affecting other areas that might cost server/user load.

Describe the feature:
We should have a different variable for general listing limit and dashboards+visualizations.

I don't think we should continue to expand upon this feature set because it was only ever intended to be a short term stop gap. I think we must finally introduce the pagination for saved objects that should have been there from the start: #8044

@elastic/kibana-management thoughts?

Agreed. We should focus on the pagination.
