Kibana Red status too strict

Describe the feature:
Hello, I think the Red Status of Kibana is too strict. There are times when Kibana puts itself into Red Status and does not let you click on anything, regardless of the cluster state. This doesn't let us use for instance the Dev Tool section too send commands to the cluster, forcing us to use other tools like curl or postman.

The Dev Tools and maybe Discover section should be available at all times?
