[Obs AI Assistant] "Observability AI Assistant scope" is not displayed under Obs AI Assistant settings

Observability AI Assistant has a dedicated settings page that shows all settings related to it. In #179233 a new setting was added (aiAssistant:preferredAIAssistantType) that lets the user choose if they want to see the the Observability AI Assistant everywhere, only within Observability (default) or nowhere.

This setting should be displayed together with the other Observability AI settings in order to make it easier to change it without navigating away from the Observability Assistant.
