Towards #187356 we should move the parameters of the ML and infrastructure rule types to the @kbn/response-ops-rule-params package.

2. Move anomaly detection jobs health params to the new package.
3. Move inventory rule type params to the new package.
4. Move metric threshold rule type params to the new package.
5. The rule types should use the schema from the package.
