Filterbar - pinned filters, persisting throughout kibana

Sometimes it's useful to persist filters between different parts of kibana, particularly between different dashboards. Being able to "pin" filters in place and have they travel around with you would be a nice addition.

example use case:

• You have a general "overview" dashboard and notice something odd
• You drill down into that data, applying filters and zooming in to a specific time range and find the data you are interested
• Now, you want to use those criteria in another dashboard that is more specific to the parts you want to investigate (traffic metrics, specific servers or clusters, etc)
• You may also want to use those criteria in discover, or to build a new visualization

When you are done, you can just "reset" the filterbar to whatever the dashboard/visualization/saved search had before you added anything else.

After discussion with chris and joe, we have the following suggestions:

• any filter in the filter in the filter bar can be pinned
• pinned filters will live in global state and will follow you from app to app exactly like the timefilter
• pinned filters should stay in the filter bar - separated from the rest of the filters
• when pinned filters and normal filters are duplicated, the ui should show both
• saving: when saving with pinned filters, they should be copied into app state
• saving: when the filter is "owned" by a saved object, should be copied into global state

I think this would be super useful! Updated this to say pinned instead of locked though, as this should probably work similarly to pinned queries in K3.
