In order to make the new navigation (#25736) successful, we need to allow users to pin saved objects and applications that are relevant to them. We can start with saved objects and applications but ideally, applications like APM, ML, Infrastructure, Log Viewer, etc. will be able to support pinning their deep links as well. I can easily users wanting to pin particular logs they are tailing or an application they are more commonly monitoring.

Is this something we think is fine to store in browser local storage? This will make the settings available in all instances of Kibana loaded up in the same browser as long as the user doesn't use private browsing, or clear their history, but will not sync across browsers or devices. If so then it shouldn't be too hard to implement.

If this needs to be stored in some other per-user storage mechanism that is synced between browsers and devices that's a different story.
