New feature for Kibana vizualization

Describe the feature:

1. Add "Number fields" with filled values for vertical bars ... in "Visualize" in Kibana (show the value above the vertical bars) (see Attch - 1values over vertical bars)

2. freeze the filter panel for presentation purposes (If we use some filter for values and we have more visualizations/graphs in dashboard, we have to sometimes scroll down, on the last graph. If we want to change/readjusted the filter, there is no other option, only scroll up on the top of the page). The solution is add the option/button "freeze filter panel"...(see Attch - 2 freeze filter panel)

3. Conditional formatting: To define colors for vertical bars according to values. For example: if quality is < 75% => color for bar is red, if quality is >= 75 && < 85% => color for bar is yellow, if quality is >= 85% => color for bar is green, ...(see Attch - 3 vertical bar - coloring by values)

4. Add "Text fields" with free text anywhere (Sometimes we need to add text somewhere in the visualization to specify or explain in more detail some parts of the graph for audience. The solution would be to add a simple text field with own text and some basic option for formatting text field - bold, font size, etc.) (see Attch - 4 add text field)

thanks for your contribution. I would please ask you to split this up into multiple issues, since having multiple requests in a single issue, makes it really hard for us to track progress on these or even have someone pick that topic up.

1. this is already tracked in Show y-axis values within chart #11983
2. we don't have that tracked yet, please open a new issue for that
3. already tracked in Conditional XY bar metric colors #4482 (and partially in Allow customizable color palettes in Kibana #17764)
