Describe the feature: Visual UI to highlight new features and enhancements

Describe a specific use case for the feature: Whenever Kibana is updated, there should be UI that highlights the new features. Ubiquiti Unifi Controller UI does this, and I find it very handy for getting up to speed on the new features in their releases.

Thanks @jpcarey that is a great request. Do you see the updates the first time you login after an upgrade or is there a way to look at it whenever?

After an upgrade, the splash is presented as shown in my previous screenshot. You can close it, and if you ever want to revisit it - there is a link to it from a menu in the upper right (the menu does not have a name, just three dots).

This feature now has designs #34397 and a service for generating updates. https://github.com/elastic/newsfeeds

Th last part is to do the work in Kibana to make it happen.
