[Maps] should legend details automatically close when layer has no data? #36577

As brought up in PR review comment #36457 (comment), should legend details automatically close when layer has no data?

One problem of automatically closing the legend details for a layer with no data is that the Table of Contents will grow/shrink as users move around the map and change queries and time ranges. Is it worse to show an empty layer details or have the UI distraction of the Table of Contents changing height all of the time.

I think showing the legend details for a layer without data has value since it gives the user context on what type of data the layer is displaying and how it is styled.

Don't feel strong on this either way. we can just keep it as is (not closing), and see if it needs tweaking after some real-world use.
