[Watcher UI] watcher_admin role unable to create threshold alert #39532

A user with the kibana_user and watcher_admin role is not able to create a threshold alert. This is because the UI makes a request to fetch indices, which requires additional privileges (see: https://www.elastic.co/guide/en/kibana/current/managing-indices.html).

Ideally, the UI shouldn't require additional privileges than the API and the UI should gracefully degrade in this scenario.
