[Lens] UI Metric requirements

@wylieconlon introduced a new ui metric collection method for Lens. Please specify the requirements and the need for this metric so we can learn its use case and introduce it into @kbn/analytics for others to be able to use if it is something that is benefitial for usage consumers.

@wylieconlon @Bamieh This task is part of the "in progress" column in the Lens board for a while - can we move it back to long term goals or even close it?

We will be reworking ui_metrics in 7.10 and 7.11, once we have the new api we'll open a new issue for lens to migrate their implementation to the new ui_metrics which should solve our current needs. Lens is currently running their own task and storing usage into localstorage separete from ui_metrics and what the telemetry team is maintaining. This makes it harder to maintain this part of code and debug it, especially since any usage issues are redirected to the kibana telemetry team. I will close the issue and open a new more relevant one once we have some ui_metrics changes in place.
