[APM] Divide "Actions menu" into sections to improve readability

Is your feature request related to a problem? Please describe.
The current actions menu (holding links to other solutions) is overwhelming and hard to grasp/read. Furthermore, we have this kind of menu all over observability - but not consistent.

Describe the solution you'd like
We would like to update the overall appearance of the actions menu.
