This feature request comes from a partner report issue about region map in China. As world countries vector layer uses NaturalEarth GeoJson data and it does not include Taiwan in China region. This is a big issue in China market. I am SA based in China and give them some suggestions to disable elastic map service in kibana.yml (map.regionmap:includeElasticMapsService: false). This can fix the problem for the region map but cannot fix Map application. In the Map application, the EMS boundaries will always show there.

Describe the feature:
Add some configurations in kibana.yml to disable some or all EMS vector layers. User can use their own vector layers instead. This can resolve the region map issues for some countries. Otherwise the user will think the country map issue is from Elastic official and will result in some business restriction in China region.

Use map.includeElasticMapsService to disable EMS in Maps application.

@nreese Yes, I have tried this option, but it will disable all the EMS features include the base map. But this will not happen in region map. If we disable map.regionmap: includeElasticMapsService, the base map still be available in region map.
