Kibana version:
8.0 snapshot

Describe the bug:
When viewing the Fleet page https://dev-next-oblt.elastic.dev/app/ingestManager#/fleet/agents, I see hundreds of entries for agents in enrolling status. It shows 803 total agents, 800 online and 3 offline. It appears that the enrolling Agents are counted towards the online number. This is unexpected because these Agents are not running.

Steps to reproduce:

  1. Enroll agents but don't run them

Expected behavior:
Enrolled Agents should count towards the offline category since they are not actively running. I see only 1 online Agent in the below screenshot.
