[Reporting] Provide a way for Reporting-enabled users to download reports outside of Management #78478

Kibana version: 7.8.0

Describe the bug:
Having the superuser or reporting_user roles provides the privilege to use the Reporting feature, and should be all that is needed to use the full feature.

If a user has Reporting privilege but not the privilege to access the Management app, their ability to use Reporting is greatly limited. The only download link they will be able to use appears in a popup that is not recoverable once it expires.

Today, Kibana doesn't have a "notification center" that would persist messages for the user. If it did, something like that would be a good workaround.

If a user has Reporting privilege but not the privilege to access the Management app, their ability to use Reporting is greatly limited. The only download link they will be able to use appears in a popup that is not recoverable once it expires.

This is no longer accurate. As of #94966, when a user has access to any Reporting feature, they automatically get access to the Management app and the Reporting management UI.
