Notifications generally expire after a timer elapses (though this can be disabled). It would benefit the user if the timer paused while the user was interacting with the notification (e.g. clicking the more button, selecting text to copy/paste, or clicking an action button), using the hover state as a proxy. This way the notification can't disappear while you're trying to make use of it.
