Partial legacy monitoring messages shows up despite no legacy present

Describe the bug:
The message that warns the user about partial legacy monitoring shows up even if there is no legacy monitoring present.

Config is: ES, Kibana, LS, Packetbeat and Filebeat monitored by Metricbeat + monitoring disabled on that Metricbeat.
