Required for: #85479, #91961

APM needs an API that will support finding all alert instances for a set of params (service.name, environment filters, etc.) within the selected date range.

This is needed to allows users to see which types of alerts are affecting the service and how frequently by visualizing them on the existing latency chart with shaded regions.
