[APM] Deployment annotation tooltip won't show when the cursor is actively hovering the annotation #99346

Kibana version: master

Summary

As shown in the example GIF below, the annotation tooltip isn't displayed even if the cursor is actively hovering the "hit area". Not until the cursor moves out of the chart and in from the top does it show.
