That PR introduces new features on
kbn bootstrapthat would allow us to install the bazel tools we need during the bootstrap to move on with #69706.It uses
bazeliskthat is for bazel as nvm is for node. It introduces a.bazelversionrequired by bazelisk in order to declare the bazel version we want use and I've also introduced a.bazeliskversionfile so we can control the bazelisk version we have installed.Additionally the
WORKSPACE.bazelwas also introduced as bazelisk don't work without it andibazeladded as a dev dependency.
