On a dedicated screen, to avoid loading it when opening the settings as it is done on Riot-Android

With a possibility to unignore it: Riot-Android perform an initial sync for such action, maybe we can do better in RiotX? Or the ignored users list is part of a sync filter? Let's first answer this question.
