lenovo x1 carbon display controls

x1 carbon gen 3 with odin installed and updated
no firmware updates are available
brand new install (with option erase and install)
1 ssd drive

the system does not respond to disabling the built in display.
when turned off and not selected as primary
- built in display stays on even after reboot
- top panel also stays on laptop's display but dock moves to new primary display
