Is it possible to check if the device supports TTS for the chosen language when the user has not yet downloaded the speech model for that language?

There might be 3 scenarios:

The device does not support TTS for the chosen language.
The device does support TTS for the chosen language, but a voice for that language has not yet been downloaded.
The device supports TTS for the chosen language, and the voice is downloaded and ready to use.
