This has been an issue for a while, but I never got around to filing an issue.
You can't install in the web. I just deleted it, and now I can't get it at all.
Possible Solution

Make it an optionaldependency. Which doesn't exist, but there are supposedly workarounds?
Steps to Reproduce (for bugs)
Open vscode.dev.
Try to install elm.
Watch it install a rather old version.
Context
I can't get any elm tooling benefits in the web anymore.
