Keeping Issues & Discussions on the httpx repo.

So, something I'm thinking about is switching off Issues and Discussions on this repo, and collating everything incoming strictly under encode/httpx.

It seems like that'd be a bit easier from a standpoint of keeping everything nicely managed & so on?

I figure if we've got a prominent wording/link to that effect on the README, that'd be sufficient for directing folks into just one place.

What'd'we think about that? Do all y'all prefer the separate spaces, or would it give us easier headspace to collate issues in one place?
