to get error handling to resolve #41 and help with debugging #42

basic error handling classification:

PANIC

enclave can't send extrinsic from stf
We can't recover from such an error therefore sync needs to stop so we can try again

ERROR

chain relay can't sync
listening to subscrition fails
registering RA fails

brenzi assigned clangenb and unassigned clangenb
