phase 2 replay: If I beat phase 2, and click main menu, play a plan, and play the same plan, the game breaks #26

It does a weird partial tutorial, and allows me to contact some people in, btu then breaks. It doesn't let me click an action.

I think the game is reading that the tutorial has loaded for some reason, and its getting stuck there.

I'm not sure if playing the same plan has anything to do with this.
