Less strict identification of METADATA header.

#7691 was caused by an incomplete METADATA header, however the header was not obviously incomplete because it starts with several newline characters. We could recognize the METADATA header even if it is preceded by fewer newlines than are written when we emit the header, in order to make it less easy to break the syntax when editing outside the IDE.
