Running deploy change file mode of public config to 755

When running meza deploy, the public config dir (/opt/conf-meza/public) gets converted to 0755 mode. There shouldn't be any need for this, and it forces any files added to that directory to be created in that mode else they'll be edited by the deploy process. Typically files are created in 0644 mode (at least on Windows), so it makes sense to default to that.
