The restart need to be tested for side-by-side configuration.

The control_restart_p8 is failing after fixing inconsistency in the land sea mask variable information between oro* and static information files. So, implementing restart for side-by-side will probably fail. A issue that explains the problem in a detailed way is created in the UFS repository and can be seen in following link.

ufs-community/ufs-weather-model#1423

I also implemented restart test for side-by-side run and it is failing in a same way. The issue #1423 needs to be solved first.

Side-by-side restart is working and tested manually but not implemented as RT yet. #1442 is solved by modifying land-sea mask in NOAHMP cap and will be handled later with another PR in UFS.
