Plan to release bbolt 1.3.8

• [1.3] Avoid syscall.Syscall use on OpenBSD #406
• Ensure the stats is always 64bit aligned #584
  • [1.3] Ensure the stats is always 64bit aligned #586

It would be great to see this release made, especially in my case for the OpenBSD fix. syscall(2) is being removed soon and there is currently no tagged release that Go software running on OpenBSD could update to to resolve this.

I will release 1.3.8 after #584 is backported to 1.3.
