geth version-check to be able to extend/add core-geth own vulnerabilities #292

ethereum/go-ethereum#21859 added a command to do a vulnerability check which will be merged with core-geth at the upcoming #272.

This issue suggests that we must implement a way for adding our own (core-geth) vulnerabilities. It will be nice if our list is an extension of go-ethereum's list in order to not have to maintain and sync their list into ours as well.
