Add ability to adjust tag meanings in mzrollDB file

in the ui table, the peak quant methods displayed to the user can be modified based on the contents of the ui table.

Similarly, it might be nice to update the meaning of the labels based on the mzrollDB file, in a similar way.

This would affect the right-click menu on a peak groups table as well as the filter control content information.

Note that this feature could be used by mass_spec, in an updated mzkitchen pipeline

This is a neat idea, but there is already a mechanism to control for this via the TAGS.csv file. It doesn't make sense to implement this unless there is active demand for it.

As a part of this, change the TAGS.csv defaults to not include any labels, leaving it open for interpretation.
