Add dependabot to enhabnce dependecies updates

Use Case

The eventcatalog having a lot of dependencies need to keep dependencies up to date, Being Automated or notifications via pull requests

For other projects such as plugins that use EC sdk. this can be helpful also

Proposed Solution

The simplest way to apply is dependabot

but also renovate can be used https://github.com/renovatebot/renovate
