AVIF has landed, create-react-app currently cannot load it.

I found these two pull requests to add WebP support in history to see if I can help:

• Webp images #458
• add webp support for typescript #5978

But seems the structure of the create-react-app has huge changes during last a few years. When I search webp, I only found the type related file, and created the pull request for AVIF at #9611.

So still need actual AVIF support.
