Don't throw error on scrollToNextItem fail

When scrollToNextItem fails and there is no handler onScrollToIndexFailed - RN shouldn't throw error

React Native version:
0.59.5

Steps To Reproduce

1. scrollToNextItem fails
2. the app crashes

Don't throw error if onScrollToIndexFailed is not used
