It is known that the Python Feature Server has performance issues. We need to measure it and improve it. The purpose of this feature is to instrument the performance of Feature server by OpenTelemetry: https://github.com/open-telemetry/opentelemetry-python

A reference document from uptrace: https://uptrace.dev/get/opentelemetry-python.html

The measured data (metric and trace) can be observed by open-source tools like Uptrace (https://uptrace.dev/).
