ELN FTBFS bugs get mixed with rawhide ones

Case in point:

FTBFS filed due to a failed build in eln. Then, rawhide bugs moved to f34 after branching, then the ticket was ignored by maintainers because it was a ELN issue, then package orphaned because no activity on the FTBFS bug. :(

A number of options here to improve things:

• Seperate ELN from rawhide FTBFS somehow
• Don't file such bugs for ELN
• something else more clever

Maybe we need to another check in https://pagure.io/releng/blob/main/f/scripts/find_failures.py#_88 to see if the attempted build is in the rawhide's rebuild side tag.
