Describe the bug

See: coreos/fedora-coreos-tracker#1441

With the 6.2 kernel, old installation with old bootloaders won't be able to boot.

This is linked to #120 which unfortunately we haven't been able to complete for F38.

A clear and concise description of what the bug is.

To Reproduce
Please describe the steps needed to reproduce the bug:

  1. Install an older Fedora release (F36 should trigger it)
  2. Update to F38

It's still an issue but the fix will be the inclusion of bootupd so let's close this one as duplicate.
