Per https://twitter.com/QueerDevPerson/status/1721516887362670615 (@queerdevperson), the plugin should respect prefers-reduced-motion.

Probably the most appropriate solution for this specific plugin is to not use smooth scrolling at all in this case, effectively make this plugin do nothing.
