How to fix it?

What I tried
open new console, npm cache verify , uninstall the tool, nothing worked

I too have this issue. ServiceHub.Host.CLR is downloading something, but nothing working

So it was stuck for me also on Windows 10 - after waiting about 5 minutes it did actually complete successfully.
