It's a custom overlay for the OverlayPlugin
So it's an html document that calls out to an API I built that serves the strategy content

Probably, I think we'd need a way to trigger it via log parsing. The overlay plugin docs aren't very comprehensive and what I built here is literally using a single method to see what instance the player is in and triggering the callout, I'd be more than happy to take a look though.
