🐛 Bug Report

Permite a criação de relatórios vazios

To Reproduce

Logo após clicar no botão de criar um novo relatório, é possível confirmar o novo documento sem adicionar nenhuma nota.

Expected Behavior

O esperado é que o sistema previna isso e impeça a confirmação de um novo relatório até que o usuário adicione uma nota existente.
