Rewrite README to describe what the plugin does

Most references to MiniBufExpl link to this repository, which means it has pretty much replaced the original project. Rather than listing the differences from the original, perhaps the README should explain what the plugin does as a whole. This helps people who are following a recommendation figure out if the plugin is right for them.
