User Story
Top level: #10991

Sharing long term storage paths between miners becomes much easier
Boost can retrieve unsealed data without the lotus miner being available

Deliverables

Requirements/Assumptions from lotusdb layer
API interface
DB table schemas/permissioning
Interactions/queries from process to DB
Test plan
User Migration plan
- Rollback plan
Tooling required
Any other missing items

Acceptance Criteria

Sector Index Yugabyte DB implementation should have all functionality in parity with the existing implementation
SPs should be able to migrate to using YugabyteDB Sector Index and fallback to the in memory Sector Index without impacting their operation
Boost users should not be impacted by the migration
Reviewed by Lotus and Boost team members

Additional functionality:

Skip sector files when scanning for the first time
