Users want lotus-provider completing window-post tasks.

WindowPoSt harmony-tasks will ran by every lotus-provider.

1. Retrieve task details from the database.
2. Attempt running windowPoSt to completion as lotus-worker would do.
3. Call stillOwned() before posting to ensure no lapse in ownership during processing.
4. Ensure the daemon message is delivered with no need for lotus-miner.

Testing

1. Full verification is possible: flag miner to not do windowPoSt and run lotus-provider.
2. Also verify the old flow(s) for windowPoSt were not damaged in the code rearranges for the new implementation.
