I have no idea how this worked in Spacerace / mainnet but it appears to somehow been set correctly or was something that was corrected in one of the upgrades.

Sector pledge collateral is tied to the amount of circulating supply in the network. By the nature of the network the tokens are basically worthless and therefore are lost. To run efficient test networks we need to provide a large amount of FIL to the faucet account to ensure that we do not run out of funds. Currently this results in the circulating supply being very high which in turn cause the pledge collateral to be very high. I'm told that there is a magic actor ID 90 that is not counted towards the circulating supply and that we should be setting the robust address for actor ID 90 to the faucet address to keep circulating supply as low as possible.
