LDN Rule-Number of Copies

There is no specific rule on the number of duplicates. It mostly exists in the following two situations.

1. Multiple requests for the same open dataset, such as
   [DataCap Application] World Bank - Light Every Night (Public Dataset) filecoin-plus-large-datasets#1587
   [DataCap Application] <RongYIn Open Data Project 1> filecoin-plus-large-datasets#1579

2. Number of copies in one/same application, such as
   [DataCap Application] FileDrive Labs - Datasets Landing Plan - [1/3] filecoin-plus-large-datasets#1266
   [DataCap Application] FileDrive Labs - Datasets Landing Plan - [2/3] filecoin-plus-large-datasets#1267
   [DataCap Application] FileDrive Labs - Datasets Landing Plan - [3/3] filecoin-plus-large-datasets#1268

There are some comments in the community about this issue. Hope to receive some more outstanding thoughts.

TLDR: I support multiple requests per dataset.

If fil+ team decides to reject these scenarios, a lot current LDNs need to be revoked.
