How do we want to handle sample versioning?

Per @jpgough-ms's comment on @Budlee's PR here

This is inline with the guidance we discussed on the last working group meeting (not to self, we should add guidelines to the readmes) but as we add new schema versions (plan whilst in draft is to iterate the schema every month at which point references to the prior draft schema should expect not to break) do we want to also version the samples or are we happy to keep them up to date with latest?

FYI I have asked @Budlee to update for now so we can get his new PR in.
