Currently pkg/updateengine is copy-pasted from locksmith code, which is not ideal. We should pull it as a dependency once flatcar/locksmith#8 is resolved.

Note, that #97 adds full test suite and does many improvements to the code, so it is likely that this code should be taken to the separate repo.
